If City draw we get 89 points with GD 60. An Arsenal win automatically means their GD goes up by the number of goals by which they beat Everton. So even if Arsenal beat Everton 1-0 and City draw it would mean Arsenal win with 89 points (same as City if City draw) but win league on GD of 62 vs 60 Therefore, City must win in the final game.
